Stephen Mullen, O.D.
Dr. Mullen joined Outreach Eye Care in 2004 and hails from St. Louis. Dr. Mullen received his Bachelors of Science degree at Southwest Missouri State University in 2000 and graduated as a Doctor of Optometry from the University of Missouri St. Louis in 2004. While in college, Dr. Mullen served as the Vice President and President of the Missouri Optometric Student Association. During his optometric training, Dr. Mullen also completed externships and Kaneohe Marine Corps base in Hawaii and the Kansas City VA hospital.
He specializes in the eye health needs of geriatric patients and treatment of age-related diseases. Dr. Mullen provides care in the St. Louis, Southeast Missouri, and Western Illinois areas. He describes, “Unaddressed vision issues impact every part of life quality. On return visits to facilities I see my patients newly participating in activities and engaging with others. It is incredibly fulfilling.” He is married and resides in St Charles, MO. In his spare time enjoys spending time with his wife and activities with his two sons.
Marc Franke, O.D.
Dr. Franke joined Outreach Eye Care in 2005. Following high school in Jackson, Missouri, he obtained his Bachelors degree in Respiratory Therapy at the University of Missouri in Columbia and received his Doctor of Optometry degree from the Southern College of Optometry in Memphis, Tennessee in 2005.
Dr. Jenks notes, “Dr. Franke became interested in optometry after observing how I provided eye care services for my patients. He had already established a background in health care and felt that optometry would be a profession that better suited his abilities.”
He specializes in the eye health needs of geriatric patients and treatment of age-related diseases. Dr. Franke provides care in the Central and Southwest Missouri areas. Dr. Jenks describes, “Dr. Franke has a passion for providing eye care for our long term care patients. He is committed to addressing unmet vision issues that have a vital impact on every part of a person’s quality of life.” He is married and resides in Jefferson City, MO. In his spare time enjoys hunting, fishing, and being outdoors.
Joshua Boucher, O.D.
Dr. Boucher joined Outreach Eye Care in 2016 and is proud to be a native Kansan. Following a Bachelor’s degree from Wichita State University in 2001, he continued on to earn his Doctor of Optometry degree in 2005 from Pennsylvania College of Optometry. Rotations at the Veterans Hospital and collaborations with cataract surgeons created an interest in providing care to older adults and others residing in a care facility. “I believe the variety of settings I’ve worked in have given me unique insights to vision care for people residing in a health facility. It requires sensitivity to both the resident’s cognitive and physical challenges, as well as adaptive strategies in evaluations and treatments that enable the resident to participate to the extent possible.”
Dr. Boucher also is Outreach Eye Care’s most musically talented optometrist. Prior to Wichita State he enjoyed a vocal music scholarship that led to performances across the Midwest with the ‘Headliners.’ He married his high school sweetheart and they’re raising three very active and wonderful sons and following the Chiefs and Royals.
Rebecca Enloe, O.D.
Dr. Enloe joined Outreach Eye Care in 2017 following a distinguished academic leadership role at Northeastern State University Oklahoma College of Optometry (NSUOCO). Following her 2007 graduation from NSUOCO, she was recruited to work as the Clinical Professor and Director of the College’s Rural Eye Program. From 2007–2017 she provided oversight to NSUOCO’s optometric care in the rural clinics of the Cherokee Nation.
In 2017 Dr. Enloe’s capabilities enabled Outreach Eye Care to offer its services to geriatric patients residing in nursing facilities across Oklahoma. She describes, “There are so many specific populations of people whose vision issues tend to be unaddressed. I was privileged to lead NSUOCO’s outreach to Native Americans and have found working with nursing home residents to be equally rewarding.”
In her free time Dr. Enloe and her husband enjoy following their two kids in school activities as well as keeping up with gardening and their farm animals.
Denise Hill, O.D.
A native Arkansan, Dr. Hill received her Bachelor of Sciences degree at Arkansas Tech University in 2003, followed by her Doctor of Optometry degree at Northeastern State University Oklahoma College of Optometry (NSUOCO) in 2007. Since 2009 she has served as Adjunct Faculty at NSUOCO, teaching optometry curriculum to optometry students. Dr. Hill maintains an eye care practice in Van Buren, AR and provides vision care to nursing facility residents across Oklahoma.
Says Dr. Hill, “When my students ask ‘what does it mean to provide care to a geriatric population?’ I tell them it is incredibly rewarding. I treat nursing home residents who may have resigned themselves that ‘their eyesight is what it is’. It is a remarkable moment when residents first wear eyeglasses specific to his or her vision challenge. Their whole world opens up.”
Dr. Hill is married, and together she and her husband try keep up with their four children.
